NOTE: In the procedures, in the SELECT JID FROM SRO_VT_ACCOUNT.dbo.SK_PackageItemSaleLog WHERE PackageItemID IN (1797,1798,1799,1800,1801,1802)) section, I performed the operation according to the CharID if it is not in the PackageItemSaleLog table. You can remove these parts.
NOTE: Do not change the Skilldata35000.enc Param sections from the Database. Do it from the Media section.

Make the skill permanent.
NOTE Update: You can make it more performant by indexing. I am leaving an example below.
NOTE Update: Buffs are given according to the amount of Silk spent in the game. Including Silk items from NPCs.
